DESCRIPT        BE IT RESOLVED by the House of Representatives of the
           Nineteenth Legislature of the State of Hawaii, Regular Session of
           1997, the Senate concurring, that pursuant to Article III, section
           10, of the Constitution of the State of Hawaii, the dates of the
           mandatory recess for the Regular Session of 1997 are hereby
           determined to be the 20th, 21st, 24th, 25th, and 26th days of
           February, 1997, on which dates the Regular Session of 1997 shall be
           recessed.

TITLE     REQUESTING THE AUDITOR TO CONDUCT A STUDY ASSESSING THE COSTS OF
           MENTAL HEALTH SERVICES IN HAWAII AND THE SOCIAL AND FINANCIAL
           EFFECTS OF MANDATING COVERAGE FOR MENTAL ILLNESS AND SUBSTANCE ABUSE
           IN HEALTH CARE INSURANCE PLANS EQUIVALENT TO THE COVERAGE FOR ANY
           OTHER MEDICAL ILLNESSES.

DESCRIPT         BE IT RESOLVED by the House of Representatives of the
           Nineteenth Legislature of the State of Hawaii, Regular Session of
           1997, the Senate concurring, that the Auditor is requested to
           conduct a study assessing the costs of mental health and substance
           abuse services in Hawaii and the social and financial effects of
           mandating:
                     policies issued in this State;
                     contracts; and
                     maintenance organization health plan contracts,
          alcohol dependence, drug dependence, and mental illness treatment
          services that is no less extensive than coverage for any other
          medical illness, not as an option, for the cost of care for the
          subscriber or any dependent of the subscriber who is covered by the
          include in the study estimates of the numbers of persons who might
          benefit from mandated health insurance coverage for mental illnesses
          and substance abuse, related reductions, or increases in overall
          health care costs; and
          costs, allocated to the separate categories of mental health and
          substance abuse services, including but not limited to:
                     and alcohol and drug dependence for a minimum of 30 days
                     of in hospital services per year;
                     year to hospital and nonhospital facilities or visits to
                     mental health outpatient facilities for day treatment and
                     partial hospitalization services;
                     outpatient visits;
                     services; and
                     number of treatment episodes but may not limit the number
          the findings and recommendations to the Legislature no later than
          twenty days before the convening of the Regular Session of 1998.

           veterans of World War II to immigrate to the US without limit as to

           other community groups, government agencies, and private
           organizations, to help the immigrating children and spouses adjust
           to their new country and acquire meaningful work that would allow

           Nineteenth Legislature of the State of Hawaii, Regular Session of
           1997, the Senate concurring, that the Auditor is requested to
           perform a sunrise review of the regulation of occupational therapy
           practitioners, and in particular is requested to study, assess, and
           report on:
                     occupational therapists and occupational therapy
                     assistants in Hawaii;
                     forth in section 26H-2, Hawaii Revised Statutes; and
                     provided, if appropriate; and
          Auditor is requested to consider the form of regulation proposed by
          the Occupational Therapy Association of Hawaii as contained in H.B.
          1099 H.D. 1 (1997) (HB1099 HD1); and
          and report on the volume of work required of, and the additional

           Corporation (ADC) is requested to promptly develop and implement,
           pursuant to its statutory responsibilities under Chapter 163D,
           Hawaii Revised Statutes, a comprehensive rural transition plan that
           promotes new and diversified agriculture in the State and increases
           the level of rural employment and development; and
           transition plan, consider all feasible alternative uses for lands
           previously used for sugar production throughout the State; and
           the progress of its efforts to develop and implement the transition
           plan, including any recommended legislation, to the Legislature no

           supporting:

          the 105th US Congress are respectfully requested to lend full support
          visa waiver pilot program for Korean nationals visiting the US as
