INTRODCR Cachola R (586-6110) DESCRIPT Establishes an agricultural back to work pilot program within the department of agriculture to create new job opportunities in agriculture and reduce welfare dependency throughout the State. Requires the department to develop a program for participants to ensure the cultivation of marketable crops. Requires the program administrator to coordinate the assignment of available agricultural parcels to eligible individuals and supervise the farming, business, and marketing activities of program participants; enter into negotiations with owners of agricultural lands to secure the use of the land; and explore all possible funding sources. INTRODCR Yoshinaga T (586-8450) DESCRIPT Authorizes the department of health to establish permanent exempt positions known as toxicologists and air quality modelers. Authorizes expenditure of funds from the environmental response revolving fund for the toxicologist positions and from the clean air special fund for the air quality modeler positions. -- Establishes an advisory task force within the department of health to conduct an assessment of the air quality at Campbell Industrial Park and Kahe Valley on Oahu and to determine the air quality impacts of emission sources in these locations. Provides criteria. -- Requires every owner or operator of a major source within Campbell Industrial Park or Kahe Valley or every owner or operator of a geothermal facility that emits criteria air pollutants in excess of 100 tons per year to submit an annual report to the department of health. Provides criteria. Requires the department to review the reports to determine whether the release may have an adverse impact on human health. Requires the department to notify the neighborhood boards or community associations, or both, of the adjacent communities of unpermitted releases which may have an adverse impact on human health as soon as circumstances permit. Allows the department to expend funds from the environmental response revolving fund for the toxicologist position and from the clean air special fund for the air quality modeler position.
